Regulations on importing Japanese used vehicles in Malaysia


If one is in the market for a used vehicle, the obvious place to go to is a Japanese used car market. Japan has acquired the top most spot as the most consistent and reasonable vehicle manufacturing market. Japanese automobiles are popular due to the reliability and quality of products offered. And as a result, large numbers of used cars and vehicles are exported to many countries across the world. Located in Malay Peninsula in the southeast Asia, Malaysia is a major importer of Japanese used vehicles. Auto industry of Malaysia plays a vital role in Malaysian economy.


The process of used vehicle importation is easy in Malaysia due to availability of various online used car portals. Importers just need little documentation to be ready to drive in Malaysia. Importation of vehicles with more than 5 years old is restricted in Malaysia. Vehicles imported should be right hand drive vehicles as traffic moves on left hand side of the road in Malaysia. The general shipping port for used Japanese vehicles into Malaysia is Port Klang in West Malaysia or Kuching in East Malaysia. RoRo (Roll-on Roll-off) is the cheapest way of shipping, if requested by buyers, more safe and fast method, container method can be arranged.

Importer should meet the following conditions if want to import a car to the country:-
  • Valid work permits for the country.
  • Vehicle importation only for personal use only; the car cannot be sold or transferred.
  • Vehicle must be exported when employment in the country ends.

To import a vehicle, Approval Permit (AP) from the Ministry of International Trade and Industry is required (MITI). In order to apply for AP, vehicle must be registered with the importer’s name for at least 3 years.

Documents required for AP from the Ministry of International Trade and Industry:-
  • Original and photocopy of passport.
  • Ownership certificate or original or photocopy of registration document.
  • Insurance or prove of minimum one year old under the same name of applicant for AP.
  • JK 69- AP application form.
  • Original and copy of receipt/ purchase invoice for the automobiles.

The permit is valid only for 3 months. If one does not import the vehicle during that period, then have to go through the whole process again.

Documents required for importing a used vehicle:-
  • A letter of application addressed to the Ministry Of International Trade and Industry (MITI) for importing a car from your home country to Malaysia for personal use.
  • Photocopy of passport.
  • Completed JK69 form.
  • Documentation of car which indicate proof of ownership. Typically this will be a purchase receipt or transfer of ownership/letter from the previous owner if the car was purchased second-hand.
  • The original and photocopied registration document of car.
  • The cars original insurance documents and/or a letter from the insurance company.
  • Your work permit and letter of contract from your employer in Malaysia.
  • Malaysian or International driving license.

Note- Certified translation of documents must be provided if not in Malaysian or English language.

Vehicle Registration:-
To drive the imported vehicle on the roads of Malaysia, one must register the vehicle with the Malaysian Road Transport Department. The following documents are needed to register a vehicle-
  • Identification documents
  • PUSKAPOM inspection report
  • Customs Form K1
  • The Approved Permit for the vehicle

Import Taxes and Duties:-
  • For Passenger cars (petrol engine)
  • Import duty-
    Up to 1799cc140% of CIF
    1800cc-1999cc170% of CIF
    2000cc-2499cc200% of CIF
    2500cc-2999cc250% of CIF
    3000cc and above300% of CIF

    For diesel engines, import duty has been set as a 120% of CIF. Sales tax- 10% of (CIF+ Import Duty)

  • For 4x4 vehicles and others:-
  • Import Duty-
    Up to 1799cc60% of CIF
    1800cc-1999cc80% of CIF
    2000cc-2499cc150% of CIF
    2500cc-2999cc180% of CIF
    3000cc and above200% of CIF

    Sales tax- 10% of (CIF+ Import Duty)


With every passing day, the popularity of used Japanese cars is increasing. The popularity of Japanese used vehicles is confined not only to local market, but they’re popular in almost all countries throughout the world. Importation of vehicles in Malaysia is quite expensive as the duties on car importing can often exceed a car’s value. In Malaysia even importation of foreign car parts is very expensive. In spite of high duties, large numbers of Japanese used vehicles are imported in Malaysia from Japan. Myanmar is also a chief importer of Japanese used vehicles. As of now, used vehicles from Japan are the biggest export to Myanmar followed by construction materials, textiles, and electronics.
