Import rules and regulations on Japanese used vehicles in Russia


Japan is a pioneer of automobile industry. Vehicles from Japan are known for being reliable, efficient and safe. The country is a popular name for both new and used vehicles. Within a year only, large numbers of used vehicles from Japan are exported to almost every country in the world. An advantage of buying a Japanese used car is quality assurance. Like many countries, Russia also imports large numbers of used vehicles from Japan. With every year, numbers of cars being imported to Russia is increasing.


Even though the cost of importing a used vehicle from Japan to Russia can be high, but people still prefer to import vehicles from Japan. Japanese vehicles are popular among masses because of their quality, reliability and fuel-efficiency. The presence of many portal sites has made importation of Japanese used vehicle an easy process. There are many Japanese used vehicle exporters that help buyers or used vehicle importers in buying a quality vehicle at reliable rates. Importation of left hand drive vehicles is allowed in the country.

Vehicle Safety Inspection:-

Japan used vehicles imported to Russia are inspected to detect the presence of any radioactive substance, due to the incidence that took place at the Fukushima Daiichi Nuclear Power Plant in Japan. There has been a leakage of radioactive substance from the plant after the earthquake in the year 2011.

If something unwanted is found in the vehicle, then the owner is given 20 days to fix the problem. The owner can resubmit the vehicle for another inspection, limited to checking only the requested issues.

Documents required for vehicle inspection:-
  • Proof of identity of the vehicle owner
  • Vehicle registration document

After the vehicle is inspected, the technical card for the vehicle is issued.

Note: While buying a used car, it is important to carry out the first technical inspection within 30 days after registration.
  • For vehicles older than three years, but less than seven years old should go for inspection every 2 years.
  • For cars older than seven years, inspection must be carried out every year.

Documents for customs clearance:-
  • Commercial Invoice
  • Customs value declaration
  • Freight insurance
  • Bill of Lading
  • Packing List
  • Single Administrative Document (SAD)

Duties and Taxes:-

Charges payable upon entry for private permanent or commercial use include approximately 25 percent of the vehicle’s value as an import tax, along with Value-Added Tax (VAT) of approximately 20 percent of the value of the vehicle. In addition, there may be other fees applicable to used vehicles imported for permanent use.

Tax-free import of used vehicle is allowed in Russia for private permanent or commercial use, only possible for foreign diplomatic employees.

Vehicle importation:-
  • When used vehicle is imported for personal use, then importer have to pay import duties.
  • Permanent residents of the Russian federation who have stayed abroad for over six months without any interruption are allowed to import one vehicle duty free.
  • Individuals moving to Russia permanently from other countries are allowed to import one vehicle duty free.
  • Tourists are allowed to temporarily import one used vehicle duty free for a period not exceed to one year. The vehicle imported should be use only for personal work.
  • Vehicles imported into Russia as a contribution to authorized capital of enterprises with foreign investment are exempt from the VAT for one year beginning from the moment of enterprise registration.
  • A customs declaration including the retail cost of the vehicle should be submitted to customs officials by the individual. The potential importer should also be prepared to authenticate the retail cost. Otherwise customs officials will assess the cost themselves based on price information maintained by Russian Customs.

Commercial Use:-
  • Western companies, Banks, and other organizations accredited in Russia are exempted from import taxes on used vehicle, provided the vehicle imported is for personal use. Such vehicles are considered as “temporary vehicles” and cannot be resold. The period of temporary import of the vehicle is determined by customs officials based on the duration of accreditation.
  • Unaccredited foreign companies are either exempted fully or partially from import tax. This order exempts vehicles from all import taxes as long they remain in Russia less than one year and are not resold.

Registration Process:-

The registration process for the used vehicle, depends upon the following:
  • In case the vehicle is imported for a period of six months, then the registration would have to be done with the Russian customs department.
  • In case the vehicle is imported for a period latter than six months, then registration can be done post customs clearance with the Russian Interior Ministry’s Traffic Safety Inspectorate.

Once the vehicle is registered, UVTS (Vehicle’s Import Acknowledgement Certificate) document is issued to the vehicle that legally entitles one to use the imported vehicle in the country.

Obligatory insurance of motor vehicles:-
In order to drive any vehicle in Russia, a driver must have the minimum obligatory third-party liability insurance OSAGO. During the registration of the motor vehicles, OSAGO policy, valid for the entire planned term of stay of the motor vehicle in the Russian Federation, should be presented to the customs authorities.

In case the vehicle is imported for short-period of time into the Russian Federation, OSAGO insurance policy issued for one year or six months can be presented to the customs authorities.

Documents needed for OSAGO insurance include:-
  • Proof of identity
  • Vehicle registration document
  • Driving license

The OSAGO insurance policy can be issued directly at ports of entry to the Russian Federation.

While importing a used vehicle in Russia, used vehicle importers have to be aware of all import rules and regulations. Generally, used vehicles are shipped to Sankt-Petersburg, Kaliningrad, and Vladivostok ports. RoRo (Roll-on Roll-off) shipping method is a common method for shipping of used vehicles. However, on request of customers more expensive method, container method is used.
