Import rules and regulations for Japanese used vehicles in Madagascar


When one thinks of buying a vehicle, the first name that comes to everybody’s mind is of Japanese brands. No matter one purchases a new vehicle or a used one, the quality, reliability, efficiency and safety offered by Japanese manufactured vehicles are always the same. In fact, with the rising vehicle and fuel prices, going with a used vehicle is more of a sensible and radical decision. It is not easy to keep a car in Japan, due to strict guidelines for the road and safety of people. As a result, large numbers of used vehicles are exported to many countries across the world.


There are many Japanese used vehicle exporters that place their stock on various online used car portals that help buyers to purchase the vehicle of their choice at affordable prices. Madagascar, an island in the Indian Ocean off the eastern coast of southern Africa import large numbers of used vehicles from Japan every year. While importing a used vehicle, there are certain regulations that are to be followed by the importers to import the vehicle in the country.

Left- hand drive vehicles:-

Importation of left-hand drive vehicles is permitted in the country.

Documents required:-

  • Original certificate of title and registration
  • Original commercial/purchase invoice
  • Driver's license
  • Bill of Lading (BoL)
  • International insurance policy (green card)

Taxation in Madagascar:-

French coopérants must pay duties as follows:-

  • Approximately 59% of the CIF value of the shipment is required if the registration papers have been in the name of the shipper for more than 1 year.
  • Approximately 118% of the CIF value of the shipment if the registration papers have been in the name of the shipper for less than 1 year.

Private individuals or companies must be duties as follows:-

  • No duties are required if the registration papers have been in the name of the shipper for more than 1 year (private individuals or companies).
  • Approximately 118% of the CIF value of the shipment is required if the registration papers have been in the name of the shipper for less than 1 year.

Other important points:-

  • It is important for the shipper to be present in Madagascar before the arrival of the vehicle.
  • Exemption from duties is given to diplomats on cars or motorbikes. If the car is sold in Madagascar, then a tax is paid upon departure (approx. 75% of CIF value).
  • When household goods and a motor vehicle are in the same container, demurrage charges are to be expected as the Customs procedure generally takes longer to complete.

Shipping Ports:-
The port for shipment of vehicles in Madagascar is Port of Tamatave (Toamasina). Generally, used vehicles are shipped from Japan to Madagascar through RoRo (Roll-on Roll-off) vehicle shipment method. However, on request of customers, more expensive yet safe method of shipment, container method is used for vehicle shipment.
